As a user, I want to be able to register a file as a resource and upload it as well. It should be possible to register a file by itself or as a part of a document (including part of a document associated with a vocabulary). The file creation UI should be also accessible from vocabulary detail, so that I don't have to go to resources and search for the relevant document to add a file to a vocabulary.

• File-specific creation UI is shown when File resource type is selected in the create resource UI.
• The UI allows to drag&drop/select file to upload.
• Label is automatically filled by based on the selected file, but can be edited.
• The uploaded file's name corresponds to the File label.
• The File creation UI can be invoked from Vocabulary detail. In this case, the new File is added into the Document associated with the Vocabulary.
• The File creation UI can be invoked from Document detail. In this case, the new File is added into the Document.
• Tested.
