Support navigation to portion of text based on locator in annotator

Description
The annotator needs to allow navigating to the portion of text identified by the specified locator.
Acceptance criteria:
- A locator can be passed to annotator (as a prop, or using store).
- Based on this locator, the annotator is able to scroll to the specified position and highlight the corresponding text.
- Tested.
- Assignee set to Martin Ledvinka
- Status changed from New to In Progress
- Status changed from In Progress to Resolved
- Status changed from Resolved to Feedback
There is an issue that makes "Go to source" action unintuitive. It happens when you navigate (by "Go to source" button) to a file content that was previously opened. I described the issue here -- #1164.
I consider it a separate issue and thus I propose to close this issue.
