It is really confusing to have all the popup windows coming out in annotator feature while trying to create and edit occurrences and new terms.
Proposed solution is to create two separate regimes of annotator windows.
Acceptance criteria:

• edit regime - all popups on holding mouse over element are switched off, popups on definitions are switched off completely, occurrences popups are active on click only, highlighting a text turns on popup on create occurrence/select definition,
• view regime - all popups are active, highlighting of a text results in plain selection.
