There is a problem with the "unlock button" alignment, see attached screenshot.
One minor thing is that when you unlock the user, you probably delete the "uzamčený-uživatel-termitu" type, so the user is left with only "uživatel-termitu" type without specific rights, unlike newly created user which I assume is always assigned "omezený-uživatel-termitu". Is it the case?

I can't reproduce the alignment problem (tried various window sizes, Chrome and firefox, also mobile view in Chrome). Which browser and what screen size did you use?
For second part: yes and no. Yes, unlocking deletes the "uzamčený-uživatel-termitu" type, but does not touch the other types a user account has, so if it was "omezený-uživatel-termitu", it should stay like that. The problem you see is that admin-registered users don't have the "omezený-uživatel-termitu" type.
I tried 3 different screens of different sizes and got the same result. However, I found out that my Chrome is zoomed out to 90%! When I reset the zooming, I got side-by-side alignment, see the attached screenshot. I got the top-down alignment that you provided only with a 150% zoom on Chrome. I think no action is needed, so I consider the ticket as resolved and I'm closing it.
